Do you actually need a re-roof?
Plenty of roofs quoted for replacement in this valley don't need one yet, and this is the first thing we establish rather than the last.
On a tile roof, the question is almost never the tile. Concrete and clay tile can last fifty years or more. The underlayment beneath it — which is the actual waterproofing — runs twenty to thirty in this climate. When the underlayment fails and the tile is sound, the correct job is a lift-and-relay: the tile comes off, new underlayment goes down, the same tile goes back on. That costs materially less than a full tile replacement, and a contractor who quotes replacement without telling you relay exists has made a choice about which conversation to have.
On a foam roof, the question is the recoat cycle. Foam has no UV resistance of its own — the elastomeric topcoat is what protects it. Stay on the ten-to-fifteen-year recoat and the roof lasts more or less indefinitely. Let UV reach the foam and it degrades, and at that point coating won't save it.
A re-roof is genuinely the answer when the underlayment has failed across multiple slopes rather than one patch, when decking is damaged, when repairs are stacking up faster than they're holding, or when the existing system is simply at the end of its service life.

What a re-roof actually involves
Worth knowing before you're standing in the driveway watching it happen.
Tear-off. The existing roofing comes off down to the deck. On a tile relay the tile is removed carefully and stacked for reuse rather than disposed of.
Decking inspection. This is the step that can change the price, and the only honest way to handle it is to agree a per-sheet rate for damaged decking before work starts. Nobody can see rot through an intact roof. A contractor who refuses to price that contingency up front is setting up a conversation you won't enjoy having on day two.
Underlayment. The waterproofing layer, and on tile the component that determines how long the whole roof lasts. It's also where cheap quotes get cheap.
Flashings and penetrations. Valleys, walls, vents, curbs, skylights. Most roof leaks are flashing failures, so a re-roof is the moment to get them right — and the cheapest possible time to re-flash a skylight, since the surrounding roofing is already off.
The system. Tile relaid or new, foam sprayed and coated, membrane laid, shingles or panels installed.
Cleanup. Debris hauled, and a magnet run across the driveway and landscaping for nails.
How long does a re-roof take to schedule?
Three different clocks, and people usually conflate them.
Getting approvals is the one that catches Palm Desert homeowners out, because there are usually two. A re-roof needs a permit from the City of Palm Desert Building & Safety Division, applied for through the city's Clariti portal. And in Palm Desert's many HOA-governed communities, Architectural Review Committee approval is a prerequisite that has to be obtained before or alongside the city permit — not after. ARC committees meet on their own calendar, and that calendar is the single most common source of delay on a Palm Desert re-roof.
Start the HOA submission the day you accept a quote. It costs nothing and it's almost always the long pole.
Getting on the schedule depends on season. Demand across the valley spikes after wind events and ahead of summer, so a contractor with availability next week in October may be three weeks out in May.
Time on the roof is the predictable part. A straightforward residential re-roof typically runs several days; tile relays and larger or more complex roofs run longer.
One piece of good news specific to Palm Desert: residential re-roofs are on the city's list of permits eligible for virtual inspection, so the final doesn't necessarily mean waiting for an inspector to physically attend. You'll need the valid permit and a completed Smoke Alarm and Carbon Monoxide form — California's residential code requires smoke alarms to be brought up to standard whenever permitted alteration work occurs, and that catches people on older homes.
